P0–P4 progression
P0–P4 is used as a practical maturity scale for the way a system recognises and incorporates learning.
P0 represents an unexamined or purely reactive posture. P1 introduces awareness and a named response. P2 makes the response repeatable and measurable. P3 connects evidence to deliberate adaptation, with ownership and review. P4 describes a continuously learning capability that can compare alternatives, retain provenance and explain why a change was accepted.
The labels are not a score for people and do not imply that every situation should reach P4. A stable, tightly bounded process may need repeatability more than constant adaptation. The model is useful because it makes assumptions visible: a run can state its starting posture, observe the response and describe the evidence required for movement.
Movement between levels is never inferred solely from a synthetic result. A proposed learning delta is held separately until an authorised promotion record confirms that its evidence and scope have been reviewed.
